The General Assembly establishes policies for the cooperative work of the church, elects and ratifies members to subordinate boards and units, and adopts a budget for the church's united ministries. It is the most representative decision-making body of the Church of God and is composed of the following persons who are present at any authorized meeting of the Assembly:
- Ordained ministers of the Church of God in good and regular standing;
unordained pastors or full-time associate pastors of recognized congregations;
- A representative selected by each recognized state or provincial organization of both Women of the Church of God and ChurchMen;
- Laity serving as members of the Ministries Council, General Assembly, or as members of a subordinate board or committee of either body;
- One layperson selected by each recognized state or provincial assembly;
- Local congregational lay representatives based on average Sunday morning attendance. Churches with up to 100 may send one representative; 101–500, two; 501–1,000, three; more than 1,000, four.
